Arif Alikhan is President and Chief Legal Counsel for TacLogix, Inc. and leads the company's policy development, constitutional policing, community engagement, and strategic planning services practice.
Arif is a nationally recognized expert on policing, homeland security, and counterterrorism with a distinguished 25-year career in senior policy, legal, and operational positions with the U.S. Department of Justice, Department of Homeland Security, and the City of Los Angeles.
Arif was a federal prosecutor in Los Angeles for nearly a decade and served as a senior advisor to two U.S. Attorneys General on cybercrime and intellectual property issues. He was the Assistant Secretary for Policy Development at the U.S. Department of Homeland Security during the Obama administration where he led initiatives on counterterrorism, intelligence and information sharing, global supply chain security, emergency management, transportation security, and countering violent extremism.
While with the City of Los Angeles, Arif was the Deputy Mayor for Homeland Security and Public Safety with responsibility over the Los Angeles Police, Fire, and Emergency Management Departments. He managed over $200 million in federal homeland security and public safety grants and was the senior policy advisor to the mayor on public safety and homeland security issues. Arif later served as the Deputy Executive Director for Homeland Security, Law Enforcement, and Fire Services for Los Angeles World Airports leading over 1,200 sworn police officers and civilian security personnel protecting Los Angeles International and Van Nuys airports.
Most recently, Arif was the Director of Constitutional Policing and Policy for the Los Angeles Police Department and was responsible for policy development, legal and legislative affairs, risk management initiatives, auditing and compliance programs, community relations, youth programs, and media relations. He spearheaded the LAPD's reform efforts and policy development on technology-related programs and initiatives. He also served as the chief legal advisor to the Chief of Police and was the first civilian ever appointed to the equivalent rank of Assistant Chief of Police in the 150-year history of the LAPD.
Arif has extensive experience at the forefront of policing and homeland security issues and is a frequent lecturer and speaker throughout the United States. He has served on the adjunct faculties of the University of Southern California and University of California, Irvine law schools and was a Distinguished Professor of Counterterrorism and Homeland Security at National Defense University's College of International Security Affairs in Washington D.C. He is also a certified Advanced Academy Instructor in California and a reserve police officer.
